Late night levy in Islington

Islington has recently become the first London borough to introduce a late night levy, an annual charge paid by licensed premises that want to sell alcohol between midnight and 6am. With the third highest density of licensed premises in London and a rising number of young drinkers, this seems like a reasonable idea. But will it help to solve the problem?
